Start by heating ghee in a heavy-bottom pan on medium flame. Add the grated coconut and sauté it for a few minutes until it releases a pleasant aroma. Pour in the milk and mix well. Let the mixture cook on low flame, stirring occasionally, until the milk reduces and thickens. Now add sugar and continue cooking, as the mixture will become slightly liquid again. Keep stirring until the halwa starts leaving the sides of the pan. Add cardamom powder and mix well. In a separate pan, lightly roast cashews and raisins in ghee and add them to the halwa. Mix well and turn off the flame.
